Dr. Daniel Eghert holds a PhD in hydraulics and has more than 30 years of experience in implementing projects related to water management, wastewater treatment, and climate change. He has extensive knowledge in conducting feasibility studies and managing reforms of water companies in both public and private organizations at the local and national levels.<\/p>

His experience includes close cooperation with local and central government agencies in implementing energy saving investment projects for municipalities and regional water companies. He has demonstrated excellent skills in communication, negotiation, contract management and work supervision. Mr. Daniel has worked for many years in several CIS countries and is well acquainted with the specifics of renovating water management and wastewater treatment infrastructure in transition countries.<\/p>

As an engineer, team leader, and project manager, he has gained extensive experience in preparing EU funding applications and related feasibility studies, focusing on energy efficiency and the introduction of innovative technologies. He has prepared procurement documentation, organized procurement processes, trained project implementation unit (PIU) staff in contract management and supervised contracts for the supply of goods, works (including engineering services under FIDIC \u201cyellow\u201d and \u201cred\u201d books) and services, covering both technical and financial aspects.<\/p>

Mr Eghert Daniel has participated in numerous international water and sewerage projects financed by various governments (Denmark, Estonia, Finland, Sweden) and international financial institutions (EU, EIB, EBRD, ILBANK, etc.), gaining in-depth knowledge of their procedures and requirements, which he has also shared through training and capacity-building activities.<\/p>

He has led the identification, feasibility assessment, and implementation of climate change and water and sanitation projects in countries such as Armenia, Albania, Azerbaijan, Georgia, Kyrgyzstan, Kazakhstan, Moldova, Poland, Serbia, Turkey, Ukraine, and Uzbekistan.<\/p>

Since 1994, when he worked as chief engineer at the state water company Eesti Vesi, he has been actively involved in the restructuring of state-owned companies, their transfer to local government ownership, and the technical development of regional water companies. He has led efforts to mitigate the impact of reforms on service quality and continuity.<\/p>

Throughout his career, Mr. Daniel has contributed to human resource development by providing training in FIDIC standards and contract management and establishing PIU units in Moldova, Turkey, Ukraine, Estonia, and elsewhere, always playing an integral role in project implementation.<\/p>

In Estonia, he has been lecturing at Tallinn University of Technology (TalTech) for over seven years, covering topics such as hydraulics (including hydraulic modeling), hydrology, hydraulic structures, water supply and sewerage, and water and wastewater treatment.<\/p>

In Bulgaria, Estonia, Moldova, Turkey, and Ukraine, he has established and strengthened project management offices with local experts (including FIDIC engineers\/supervisors) to implement water and wastewater infrastructure projects. He has provided technical expertise in more than 20 countries, implementing projects financed by the EU and international financial institutions within complex national and EU regulatory frameworks.<\/p>
